Sexual exploitation and abuse (SEA) is a breach of the provisions of ST/SGB/2003/13 (Secretary-General’s bulletin ’Special measures for protection from sexual exploitation and sexual abuse’).Sexual exploitation is any actual or attempted abuse of position of vulnerability, differential power or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. Sexual abuse is the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions. 

This note provides tips for integrating PSEA into Humanitarian Response Plans, and offers examples of good practice in reflecting PSEA in response activities, plans and monitoring frameworks. Additionally, PSEA should be linked to to accountability to affected populations (AAP) and centrality of protection actions.
